Sign this petition – this is a perfect example of how regulation gets used and abused to give advantage to large corporate institutions who can easily obtain legal permissions for things.
I bet the government has been lobbied by some PR dept to introduce this because it benefits them somehow and because there is no one with the budget to lobby against it, it gets passed. There are thousands of regulations in existance now that have a similar effect on each and every industry, its a proper racket that will only be changed if people point it out and expose it for what it is.
